The economic and financial viability of the proposed toll road is the basis for interest shown by the private sector in participating in the financing of ongoing major public infrastructure works in Senegal.

APIX is the project manager of this infrastructure development policy revolving around:

APIX is responsible for preparing, coordinating and monitoring the implementation of these projects, of which the highway toll is the most advanced. This is an innovative project which required the mobilization of a global budget estimated at 380 billion CFA francs.

The toll highway is a flagship project implemented as follows:

  • The project’s financing was first structured around a public-private partnership unique in Sub-Saharan Africa, and co-financed by donors. The World Bank and NEPAD have applauded this innovative formula financing transport infrastructure in Sub-Saharan Africa.
  • Construction work started on the first 24 miles (32km), with the completion of an important interchange: Phase 1, 11.5 km (8 miles), was delivered in 2010, at which date the second phase of 14 miles (20.5 km) was started.
  • An important component of the project was the releasing of land affecting a large number of people: more than 5,000 households were relocated and compensated, without disputes, and appeals were well handled.
  • A novel form of social support was implemented for the populations affected by the project: a locally managed dedicated service which disseminated information, provided social and sociological assistance and set up a single point of compensation for the affected population to turn to.
  • The construction of a resettlement area for the resettlement of 2,000 families on a site connected to amenities and offering modern living conditions.
  • The urban restructuring of a district previously prone to floods, through which now goes the toll road, and is now protected against flooding (restoration of access roads and sanitation, provision of social amenities) for the benefit of the local population of 250,000 people.
  • Environmental commitment which contributed to the development plan of the Classified Forest of Mbao of around 1800 ac. (722.5 ha) and is now one of the green lungs of the Dakar region.

Interestingly, APIX did all the feasibility, economic and financial studies for the Blaise Diagne International Airport project before a company specifically designed to develop it (AIBD ltd) took over the management and monitoring of works currently underway.
