Missions and Services
The Agency is an autonomous structure that was founded in July 2000. Its main purpose is to assist the Senegalese President in conceiving and implementing the policy regarding the promotion of investment and major projects. In this regard, APIX has the following missions:
PROMOTION OF INVESTMENT
According to the texts setting the rules for organisation and operation, APIX’s missions are the following:

  • Missions :
    • • Improving the Senegalese business environment
      • Promoting Senegal, as an investment destination
      • Researching and identifying national and foreign investors
      • Follow-up of contacts and evaluation of investment projects
  • Services :
    • • Providing economic, business-related and technological information on a permanent basis
      • Welcoming and supporting investors all throughout the investment chain
      • Supporting investors for the formalities of registration and for obtaining the various administrative authorizations
      • Directing towards financing structures/ Providing assistance in the search for partnership;
      • Solving of administrative problems;
    Besides this, APIX fulfils all the functions of a one-stop office by:
      • Issuing in 10 days the certification to the Investment Code and providing the exemption certificate for the customs formalities
      • Issuing in 21 days the certificate to the status of an off-shore export company
      • Carrying out within 48 hours formalities for administrative registration (NINEA – National Identification Number for companies and administrations, IPRES-pension fund-, Social Security fund, in the same place, and in the same form
      • Ensuring a follow-up of the approved investment projects


    APIX can also make suggestions regarding the reorganisation of the administrative structures involved in the promotion of investments
    THE STATE’S MAJOR PROJECTS
    In accordance with its Articles of Association the Agency is informed by the President about the Major Projects seen as priorities for the future of Senegal, which he wishes to supervise himself.

    In this regard, APIX would have to monitor and follow-up the Major Projects below, at the initiative of the Head of State, which are non-limitative:
      • The new international airport of Ndiass
      • The toll road
      • The standard gauge system
      • The West Africa Business centre
    A Steering Committee for Major Projects is usually set up as these projects enter an advanced implementation phase. This Committee is in charge of the coordination and technical follow-up of the actions related to these infrastructure projects, under the supervision of other structures or the various ministry departments involved.

    The Director-General of APIX is the Chair of this Steering Committee whose members are appointed by decree of the Prime Minister and who meet every time it is deemed necessary. A report on the development of these Major Projects is produced every six months when the sessions of the Presidential Investment Council take place Activities are assessed every month at the discretion of the Prime Minister, and every quarter in order to inform the President of the Republic.

    Major Projects are based on a system of concession to the private sector, with such mechanisms as BOT, leasing or BOOT. The Department of Major Projects ensures that work is carried out in good conditions, in cooperation with the technical ministries and the other services involved in the projects.
