Toll Road
DESCRIPTION
This toll road will link Dakar to Thies (60km), and will also service the new international airport at 40 km from Dakar (Ndiass).
PROJECT COST
It is estimated (investments) at CFA F150 billion (230 million Euros) for the Dakar-Thies section (including the servicing of the airport zone of Ndiass).
OBJECTIVES
Through this project, the government is aiming to restore good conditions in the transport sector, so as to consolidate growth and favour the emergence of new zones of investment and economic development on the Dakar-Thies axis (horticulture, textiles, manufacturing, new technologies etc.).

The main objectives are to:
  • Ensure that people and goods can circulate easily out of/into Dakar and improve urban mobility in Dakar;
  • Allow a connection between the new Ndiass airport, the centre of Dakar and the future business centre on the site of the existing airport;
  • Promote a policy of urban and industrial development outside the saturated areas of Dakar.
Besides, the implementation of this highway project will also be favourable to AGOA-related activities, because it will help create textile industries along this axis, by facilitating the transportation of goods into the port of Dakar.
FINANCING MODE
Given the high cost of investment and the government’s constraints in terms of public finance, the plan is to resort to public-private partnership, of D.B.O.T. (Design, Built, Operate, Transfer) type.
STATE OF PROGRESS
  • Analysis of the studies carried out in 1978 ;
  • Validation of the 1978 study;
  • Juridical securing of the area of site;
  • Carrying out of a study for the implementation of a traffic counting system on the Dakar-Thies axis;
  • Carrying out of a study of passenger revenue and social acceptability of the toll system;
  • Development of a financial model;
  • Preparation of operations for project design and construction supervision (communication campaign, physical delimitation of the site, census of occupiers and networks within the area of site, assessment of the indemnities to pay to populations, identification of relocation sites);
  • Launching of the process of selection of a consultant for the plot study and building costs, the effects on mobility as well as the environmental and social impacts and analysis of the economic profitability of the project;
  • Launching of the selection process to choose a consultant for the technical construction survey of the Malick Sy – Pikine motorway section.
NEXT STEPS
Motorway section to be carried out within a public-private partnership:
  • finalisation of the study of technical, economic and financial feasibility;
  • preparation of the call for tender dossier to select a private operator;
  • development of a plan for the relocation of the populations.
